The Harry S. Truman Scholarship Foundation is the federal memorial to the 33rd President of the United States and supports college students preparing for careers in government and other forms of public service.

Truman Scholars receive graduate-school funding along with leadership development, mentoring, public-service career support and access to the national Truman Scholar community.

Who Is Eligible for the 2027 Truman Scholarship?

Current candidates must generally be:

• U.S. citizens, qualifying U.S. nationals from American Samoa, or expecting citizenship by the date of the award;
• currently enrolled at an accredited U.S.-based institution;
• in their penultimate year when completing a programme in four years or more, or final year when completing the degree in three years or fewer;
• nominated by an eligible institution;
• planning graduate education connected to a career in public service; and
• able to attend Truman Scholars Leadership Week if selected.

Typical 2027 graduation window

For most four-year institution nominees, the Foundation’s current guidance identifies an anticipated graduation date between December 2027 and August 2028.

There is no age restriction

Candidates may be any age and may study any undergraduate major.

What Counts as Public Service?

Truman uses a broad definition of public service.

Qualifying careers can include employment in:

• federal, state or local government;
• uniformed services;
• public-interest organisations;
• non-governmental research or educational organisations;
• public or private schools; and
• public-service-oriented nonprofit organisations.

Candidates may seek impact through policy, advocacy, education, science, technology, direct service, law, medicine, environmental work or other pathways.

How Much Does the Truman Scholarship Provide?

Truman Scholars can receive up to $30,000 toward approved graduate or professional study connected to public service.

Typical payment structure

Current Foundation guidance states that Scholars selected in 2005 or later are normally eligible for:

• up to $15,000 for the first funded year of graduate study; and
• up to $15,000 for the final funded year.

Scholars pursuing programmes shorter than two years may not receive the entire $30,000.

Eligible expenses

Foundation funds may generally contribute toward:

• tuition;
• required fees;
• room and board; and
• up to $1,000 per year for books.

What the award does not normally cover

• airfare;
• laptop computers;
• office supplies; and
• duplicate costs already covered by other funding sources.

Scholars may use Truman funding together with other financial support, but combined benefits cannot exceed eligible educational expenses.

Graduate study may be deferred

Scholars can generally defer Truman graduate-school funding for up to four years after completing undergraduate study. Additional deferral may be possible in certain circumstances.

How to Apply for the Truman Scholarship

1. Find your Truman Faculty Representative. The application begins at your college or university, not through direct self-nomination.
2. Check your campus deadline. Internal nomination processes vary considerably by institution.
3. Complete your institution’s nomination process. Your school decides which applicants it will officially nominate.
4. Complete the Truman application. Nominated candidates receive access to the Foundation’s online application.
5. Prepare the policy proposal. The proposal addresses a meaningful issue in the applicant’s intended area of public service.
6. Arrange three recommendation letters. Each letter addresses a different selection dimension.
7. Provide the required transcript.
8. Coordinate final submission with your Advisor. The complete nomination package must reach the Foundation by 2 February 2027.

Number of nominees per institution

Institutions may normally nominate up to four students. Four-year institutions may additionally nominate up to three qualifying transfer students.

Truman Application Components

How the Truman Policy Proposal Works

The policy proposal is a central part of the application.

Candidates prepare a memo of no more than 500 words on a significant issue related to the public-service field identified in their application.

The proposal should:

• identify the problem clearly;
• propose a specific solution;
• identify major obstacles to implementation;
• use relevant data or evidence;
• cite significant sources; and
• be addressed to an official with appropriate authority to act on the issue.

How Truman Scholars Are Selected

Written application review

The Finalists Selection Committee reviews eligible nominations and identifies approximately 200 finalists for interviews.

Written applications are assessed on factors including:

• quality and extent of community service and government involvement;
• leadership record;
• academic performance;
• writing and analytical ability; and
• suitability of the proposed graduate programme for a public-service career.

Regional Review Panel interviews

Finalists attend the regional interview assigned according to the home address listed in the application.

Panels assess:

• leadership potential and communication ability;
• intellectual strength and analytical capacity; and
• likelihood of making a meaningful difference through public service.

Scholar Requirements After Selection

Being selected creates ongoing responsibilities.

• Attend Truman Scholars Leadership Week.
• Submit required annual reports while funding remains active or deferred.
• Submit a graduate-school proposal before Truman graduate funding is released.
• Report employment following the Foundation-funded graduate programme.
• Complete the required public-service employment commitment.

Public-service employment commitment

Scholars receiving Truman graduate funding must generally work in public service for at least three of the seven years following completion of the Foundation-funded graduate degree.

Contact your campus representative early

The February Foundation deadline is not the deadline most students should work toward. Campus competitions can close considerably earlier.

Do not limit yourself to political careers

Truman explicitly welcomes candidates working toward public impact through science, technology, education, nonprofit leadership, the arts and other fields in addition to traditional government and policy careers.

Make leadership evidence specific

Holding a title is not enough. Strong applications demonstrate what the candidate changed, organised, created or improved through leadership.

Connect graduate study to the public-service pathway

The degree should be a logical part of the candidate’s proposed career trajectory rather than simply a prestigious next academic step.
