Heinrich Böll Foundation Doctoral Scholarship 2027 at a Glance

The Heinrich Böll Foundation supports doctoral researchers across all academic disciplines. The scholarship combines financial support with a programme of seminars, networking and engagement linked to the Foundation’s commitment to democracy, ecology, human rights, equality and social participation.

Doctoral Scholarship Eligibility

Doctoral candidates should apply when their research project is already sufficiently developed. Current Foundation guidance expects applicants to have:

• a defined doctoral research topic;
• a research exposé ready for submission;
• an identified doctoral supervisor;
• initial preparatory research already completed; and
• doctoral admission already obtained or at least formally applied for and confirmed by the supervisor.

Written proof of formal doctoral admission may, in some cases, be submitted later during the selection process.

There is no published general age ceiling for the doctoral scholarship.

International PhD Applicants

International doctoral candidates from EU and non-EU countries may apply for doctoral study in Germany.

The Foundation particularly encourages international candidates who completed their previous studies in their country of origin. Current guidance gives priority to applicants from DAC countries who have not yet taken up residence in Germany at the time of application.

German language requirement

International doctoral applicants must provide proof of good German-language proficiency at a minimum of B2 or DSH 1.

Current Doctoral Scholarship Funding

The funding package depends on the applicant’s status and the federal funding source.

German, Bildungsinländer and eligible EU doctoral candidates

• €1,650/month basic doctoral scholarship;
• €100/month research-cost allowance;
• health-insurance support of up to €100/month where applicable; and
• possible family, childcare, travel or international-research supplements depending on individual circumstances.

International non-EU doctoral candidates entering Germany

• €1,500/month basic doctoral scholarship;
• health-insurance support of up to €200/month;
• possible German-language-course support;
• possible incidental and family/child allowances; and
• other support according to current Federal Foreign Office rules and individual circumstances.

Funding duration

The current doctoral information sheet states a regular scholarship framework of three years, with an extension of up to six months, giving a normal maximum of approximately 3.5 years.

Application Documents

The current doctoral application package includes several structured Foundation forms and research documents. Applicants should prepare:

• the doctoral scholarship application form;
• academic records and supporting qualification documents;
• confirmation of doctoral admission, or justified confirmation from the supervisor where permitted;
• proof of German-language proficiency for international applicants;
• a detailed doctoral research exposé of up to 10 pages;
• an academic expert report;
• a third-party reference documenting social engagement; and
• other information requested in the online application portal.

What the research exposé should contain

The Foundation’s current guidance asks for:

• research topic and current state of research;
• theoretical background;
• methodological approach;
• research plan;
• academic and social relevance;
• bibliography;
• a one-page thesis structure; and
• a preliminary timetable of up to 36 months describing work already completed.

Selection Criteria and Three-Stage Process

The Heinrich Böll Foundation evaluates more than academic performance. Current selection criteria include:

• very good school and university academic records;
• a convincing, innovative and realistic doctoral research project;
• advanced preliminary work on the dissertation;
• social commitment and political interest; and
• a convincing explanation of why the applicant seeks support from the Heinrich Böll Foundation.

Research topics connected to the Foundation’s areas of work receive priority.

Stage 1 — Written application

The Scholarship Department evaluates the complete written file.

Stage 2 — Liaison lecturer interview

Selected applicants complete an approximately one-hour interview with a Foundation liaison lecturer, who prepares an expert report.

Stage 3 — Selection committee interview

Finalists take part in an online interview with a committee of three to four members.

How to Apply for the Spring 2027 Round

1. Confirm that your research topic, exposé, supervisor and preliminary work are sufficiently developed.
2. Confirm that you meet the relevant doctoral and German-language requirements.
3. Download the current doctoral information sheet and required Foundation forms.
4. Arrange the academic expert report and social-engagement reference well in advance.
5. Register for the online portal after it opens on 15 January 2027.
6. Complete the online application and upload all required documents.
7. Submit the final application by 1 March 2027.

The Foundation explicitly expects substantial preliminary work. Your project should already have a defined research problem, method, supervisor and realistic timetable.

Social engagement is a formal selection criterion

Community, civic, political or social engagement should be documented with concrete evidence and a third-party reference rather than described only in general terms.
